Council approves $8,000 amendment for Pecan Avenue drainage project to design new bulkhead

Public Works staff asked the council to approve a change order increasing the Jay Consulting contract by $8,000 to design a replacement bulkhead at the downstream end of the Pecan Avenue drainage project. The bulkhead had been found to be in very poor condition during coordination between the Pecan watershed drainage project and the Magnolia Beach restoration.
“Part of the drainage project is rerouting this drainage to actually employ the bulkhead that's immediately south of Pier Avenue so that we, 1, get the discharge off the beach…and, 2, clean all that up,” the public works presenter said. Engineers determined the existing bulkhead is in bad shape and that redesign and integration into the drainage plans were needed to avoid future problems.
Staff told the council the drainage design is ready, the bulkhead engineering could be completed quickly, and the team was aiming to go to bid in August with construction targeted for October–November. The council approved change order number 1 for professional engineering services for the Pecan Avenue water management project and awarded the amendment to Jay Consulting with a not‑to‑exceed cost of $8,000, bringing that contract's total to a new amount described in the meeting materials.
