The Punta Gorda Code Enforcement Board found the property at 925 West Marion Avenue in violation of Punta Gorda Code provisions on roof and property maintenance, and ordered the respondents to make repairs within 30 days. Code Compliance Officer Frank Coppinger (identified in the record as Frank Coppin/Coppinger) submitted 43 photos and described siding and soffit disrepair, torn or missing pool-cage screening and a roof with cracked and peeling surface material observed during an April 25, 2025 inspection. A dead palm tree in the front yard was also cited. The city’s initial notice was returned undeliverable and later posted on the property and at the City Hall Annex; a certified notice of hearing was delivered July 7, 2025. Staff told the board the property is one of several associated with Larimore entities and is in receivership; investigations indicated an owner may be in federal custody and a foreclosure default hearing was scheduled for August 7, 2025. The board found a prima facie case, ordered the respondents to bring the property into compliance within 30 days of receipt of the order and assessed case costs of $34.31 payable within 30 days. The board warned that failure to comply could result in fines of up to $250 per day plus interest. Board members discussed mail receipt, the receivership status and the limited success of past efforts to obtain responses from receivers; staff said certified mailing was signed for at an Arizona address on July 7, 2025. The board’s order is administrative and separate from any federal or foreclosure proceedings noted by staff.
