On July 28, 2025, the Planning Commission voted to forward Case25ZMA359 — a zoning map amendment request from Anderson Home Construction — to the Board of Supervisors. The application seeks to rezone a 20‑acre parcel at 2223 Ridge Road in Arvonia (tax map: 82 Parcel 1 Lot 0 C) from A‑1 to R‑2 to permit a nine‑lot major subdivision.
Applicant Robert Allen Anderson, who identified himself at the hearing as living at 2080 Carrsville Road, New Canton, presented the preliminary plat and answered commissioners’ questions. Anderson said the proposed development contains just over 20 acres and that the nine new homes would “probably generate 18 to 20 trips a day,” adding that the additional traffic would be “insignificant to the road structure that’s there.” He also stated that each driveway “will be individually permitted as we go.”
No members of the public had signed up to speak during the public hearing. Commissioners noted existing development nearby on Johnson Station Road and other local roads. One commissioner observed that the parcel is outside of the county’s designated growth areas, but another commissioner and staff noted there is some nearby development.
Staff identified the application on the record as Case25ZMA359 and confirmed the preliminary plat and application documents were provided to the commission. The applicant was present and available to address questions. After discussion, a motion to send the rezoning request to the Board of Supervisors passed; the commission recorded that the case will appear on the supervisors’ agenda for further consideration.
The commission did not make a final decision on the rezoning; forwarding the case sends it to the Board of Supervisors for their review and any subsequent public hearings or votes. If approved by the board, the project will still require final plat approval and individual driveway permits from the Virginia Department of Transportation (VDOT) as part of implementation.
