The Lebanon City Council on July 28 approved a package of downtown improvements that includes a new restroom building in the urban downtown park, ornamental perimeter fencing and hanging flower pot hardware for the downtown business district.
Restroom: Public works staff presented quotes and recommended a contract with Knight Construction for materials and construction of a new 10‑by‑20 finished restroom building at the urban downtown park. Staff reported receiving multiple bids; Knight Construction was recommended at $88,400 with a total project budget of $100,000 to allow for anticipated changes. Council approved the contract and the ordinance authorizing the work.
Ornamental fencing: Staff recommended entering a contract with Leo Morgan Fencing to supply and install new perimeter fence and gates for the downtown urban park. The single bid was $10,234; council approved the purchase and installation contract.
Hanging flower pot holders: The council approved purchasing up to 38 hanging flower pot holders designed to attach to the city's light poles from Stress Creek Inc. Staff said $10,000 had been budgeted and the purchase came in at $11,248; staff recommended the additional amount as contingency for replacements after storm damage or vandalism.
Why it matters: The projects are part of downtown beautification and amenity improvements intended to support business district activity, events and visitor experience.
Discussion vs. decision: Staff described scope, bid results and anticipated change orders for the restroom project; council approved the contracts and budgets. Staff said the restroom price includes a contingency for likely change requests as the project moves toward construction.
Votes: Each item was moved, seconded and approved by roll call.
