The court extensively discussed juvenile-detention and placement costs, which can vary widely when court-ordered placements are required. Commissioners and department heads noted some placements are reimbursable by regional or state funds but reimbursement is not guaranteed; those uncertainties drove debate over contingency sizing. After multiple commissioners pressed for trimming “what-if” budgeting but also preserving an emergency reserve, the court settled on $80,000 for the contingency line and agreed to revisit the amount next budget year. The court approved the transfers and amendments as presented.
