Hialeah schedules special election for Group 3 council seat; second reading set for Aug. 12

The Hialeah City Council approved on first reading an ordinance to schedule a special primary election to fill the Group 3 council seat left vacant by Jacqueline Garcia Robiz and to set related dates and administrative responsibilities.
The ordinance sets Tuesday, Nov. 4, 2025, as the special primary election date and provides for a special general-runoff election on Tuesday, Dec. 9, 2025, if necessary. The qualifying period set in the ordinance opens at 12:00 p.m. (noon) on Monday, July 7, 2025, and closes at 5:00 p.m. on Monday, July 28, 2025. The city clerk was designated as the official city representative for use of voter registration books and was directed to transmit a certified copy of the ordinance to the Miami-Dade County Supervisor of Elections.
The measure also amends a charter section to change the listed temporary/permanent vacancy language and clarifies that the candidate elected will serve the remainder of the former member's term ending Nov. 5, 2027, or, if a runoff is required, through Dec. 10, 2027. The council approved the item on a first-reading motion and scheduled second reading and public hearing for Aug. 12, 2025.
No amendments were recorded during first reading. The ordinance will take final effect only after the required second-reading public hearing and certification steps.
