Shepherdsville City Council members on Thursday heard a presentation from the property owner and developers about a proposed annexation and pending rezoning of a 5-acre parcel at 5228 South Preston Highway. The council held the ordinancefirst reading for Ordinance 025025, described in the meeting packet as an annexation request filed "pursuant to KRS 81.8.412," and set a second reading for Aug. 11. Lou Anne Moore of Century 21 Advantage Plus introduced the owner, Rhonda Dennison, and the developer team from CDF Builders. Daniel Green of CDF Builders said the company plans rental housing on the parcel and described the firmas a local builder that has worked in Shepherdsville for years. "We love this. We love the community," Green said. Developers displayed preliminary site sketches during the meeting and told council members the project would return to planning and zoning for detailed review if the annexation proceeds. That later review was described as the stage where engineers would resolve exact building placement, traffic access and stormwater connections; the council heard repeated assurances that a turning lane and sewer tie-ins are being planned to serve the site. Council member Mike Timmer is listed as the sponsor of the ordinance approving the annexation in the meeting materials. City staff read the ordinance into the record and confirmed the parcel was described in exhibits attached to the ordinance; the packet describes the property as "5 acres more or less" and gives the county parcel ID. Developers described the unit mix in preliminary terms: one presenter said two-bedroom units would be roughly 1,100 square feet and described a plan that included multiple four-plex and 24-plex buildings to reach the proposed unit count. They also told the council they had reviewed sewer options and said that CDF previously worked with the city to extend sewer infrastructure to the nearby Helen Heights subdivision and that the current proposal would tie into that extended network. Council members and neighbors raised questions about buffering, driveway placement and how an entrance on US-61 should be aligned; developers said those items would be addressed in subsequent planning filings. The annexation ordinance will get a second reading on Aug. 11; if adopted, the matter will return to planning and zoning for a formal rezoning application and site-plan review. The council did not make a final decision on rezoning or construction funding at Thursdaybut scheduled the legislative steps required before construction could begin.
