Council takes first readings on multiple zoning and land‑use items, sets special business district hearing

Councilmembers introduced and approved on first reading several zoning and land‑use items and scheduled a public hearing for a proposed special business district.
Councilmember Lutz moved to consider on first reading an ordinance amending the zoning for the development known as Old Collinsville Road, Pinewood Village commercial lot (generally located at 6004 Old Collinsville Road); the motion was seconded and passed on first reading by roll call. Lutz also moved the first reading to amend the city’s future land use map to designate the same property for general commercial use; that motion likewise passed its first reading.
Lutz later moved on first reading an ordinance amending zoning for Full Circle Automotive Service at 510 South Lincoln Avenue; the motion passed by roll call.
Separately, Councilmember Parchment moved to set a public hearing on a special business district plan for the proposed West Highway 50 and North Greenmount Road business district; the motion to set the hearing date passed. Councilmembers clarified that setting the hearing merely creates the date for public consideration and does not approve the district plan itself.
These items were taken as first‑reading actions; staff will place them on future agendas for second reading and final votes after required notices, planning commission review and any public hearings.
