Staff explained the property lacks a driveway or alley access and therefore has no off‑street parking; the zoning ordinance allows on‑street parking but staff recommended a conservative limit of 4 adults and 2 vehicles due to the site’s parking constraints. Petitioner Alex Vinegar, representing the owner and a local property manager, acknowledged a second structure in back contains additional sleeping rooms but indicated willingness to accept staff limits for an initial license.
Staff and board members noted that on‑street parking in the area is common and that past practice showed people regularly park along the street; nevertheless, the board adopted the staff recommendation for the probationary year because the property has no guaranteed off‑street spaces.
Four written comments in opposition were filed, and staff said license enforcement and probationary review would apply if complaints arise. The board approved the petition with one‑year probation and the staff‑recommended occupancy and parking limits.
