LPC approves rooftop addition and window revisions for Madison Avenue apartment building

The Landmarks Preservation Commission on June 17 approved an application to construct a setback rooftop addition, alter window openings and replace windows at 809 Madison Avenue in the Upper East Side Historic District.
The application, presented by the building’s design team at a follow-up public meeting, included changes made after feedback at an earlier hearing: retaining several original window configurations rather than widening them, reducing the height and perceived bulk of the penthouse and removing an east-side loggia that previously connected the addition to the historic building. Project architects said the mechanical enclosure was reduced in height by roughly 2.5 feet and reconfigured to consolidate rooftop equipment; the enclosure was also shifted slightly to the east to accommodate equipment clearances.
Commissioners said they generally supported returning the long-vacant building to residential use and judged the revised design to be more restrained and better related to the historic facades. Commissioner Jefferson moved to approve the application and read a resolution finding the addition ‘‘simply designed and set inward from the prominent Madison Avenue and E 68th Street facades,’’ and that the design and materials would be compatible with the building’s character. The motion was seconded by Commissioner Lutfi. The roll-call vote recorded verbal ayes from Chair Carroll, Commissioner Chen, Commissioner Chiu, Commissioner Goldblum, Commissioner Jefferson, Commissioner Lutfi and Commissioner Master; the motion passed, 7 in favor, none opposed.
The approval included conditions that the applicant continue to explore opportunities to reduce the mechanical floors, work closely with staff on final details, and submit large mock-ups and material samples (especially brick, terracotta and limestone) for staff review and approval prior to ordering and installation.
