Atchison authorizes $44,576 contract with BG Consultants for Patriot Street bridge project inspection and testing

The Atchison City Commission voted to authorize staff to hire BG Consultants for supplemental construction services, not to exceed $44,576, for the Patriot Street bridge replacement project. The work will provide materials testing, inspection at critical junctures and assistance with the required stormwater pollution prevention documentation.
Clinton McNamee, who presented the item, said the project is funded through a Kansas Department of Transportation (KDOT) off‑system bridge replacement grant that covers 100 percent of construction funding up to $1.2 million. McNamee said the city has committed about $264,000 to noneligible costs, mainly utility relocations. "They are going to do the materials testing. They'll come in at critical junctures of the project to approve things like the forms and things that we don't inspect," McNamee said.
McNamee said bids for the KDOT project were to be opened the week of May 21 and that the BG Consultants fee will be reimbursed through the grant "as long as the bid comes in around $45,000 less than $1,200,000." Commissioners moved and seconded the authorization; the motion carried with four yeas and one recusal.
McNamee also noted the contract includes preparation of the stormwater pollution prevention plan required by KDOT for this project. Staff said final construction costs above the $1.2 million KDOT cap would be the city's responsibility.
