The Utica Industrial Development Agency approved a package of actions related to Mac Clark Properties, including consent to a sale and assignment of existing lease‑back documents, preliminary approval of tax exemptions and a revision of a pilot tax incentive tied to a former Mana/ABC Chem Dry property.
The board voted to consent to the sale and assignment of the lease‑back documents to Mac Clark Properties LLC and then approved an inducement resolution granting preliminary approval for financial assistance that includes exemptions from sales tax valued at $10,938, exemptions from mortgage reporting tax valued at $9,000, and a reduction of real property tax for five years with a value cited in the meeting packet as roughly $12,292 (the packet included a closely adjacent figure that was read as $12,220 in one place).
Board members moved and seconded the resolutions and voted “Aye.” The resolutions authorize agency staff to conduct any required public hearing and to execute related documents.
Agency staff reviewed a separate pilot arrangement that had been offered to a business (identified in the packet as Mana/ABC Chem Dry) after relocation associated with a hospital move. Staff said the original pilot had been calculated on a 2017 assessed value when the parcel was vacant, which yielded a smaller tax base. To address fairness and revenue, staff told the board they switched that site to a regular retail pilot schedule; as described in the packet, that retail pilot would apply a stepped payment schedule (read aloud in the meeting as “50 50 75 75 75”). Staff said the change increases pilot payments and preserves sales tax exemptions for eligible construction materials.
One board speaker described reuse of the former ABC Chem Dry building by Adirondack Financial and Mac Clark’s plan to move a training center and fleet maintenance into the building. The board noted the change will result in higher municipal tax receipts compared with the earlier vacant‑land pilot calculation.
Members approved the sale assignment and inducement resolutions and moved to authorize staff to finalize documents and hold required public notice and hearings.
