County public-records officer outlines retention overhaul, Teams and AI risks

Bailey Silva, the county public-records coordinator, presented an updated annual overview Monday that outlined steps to improve records retention, reduce unnecessary document accumulation and prepare for Microsoft Teams and AI-related records. Silva said centralization of public-records processing is complete, and departments now use designated public-records coordinators. She described three priorities: a countywide retention training and compliance review; evaluating the county’s public-records portal and vendor tools; and preparing retention rules for social-media archiving and Teams chat. Silva told commissioners she is coordinating with IT and Washington State Archives on technical and legal implementation. Silva said the county’s archived email store in Barracuda has grown into the tens of millions of items and that uncontrolled retention of email, Laserfiche documents and Teams chats increases search and disclosure burdens. She urged a combined technical and policy approach: end-user training, an exchange/archiver cleanup plan, and use of retention automation where supported. Silva also warned that AI-generated content and chat logs are subject to public-records law: “If you are having conversations with ChatGPT or you’re throwing stuff in there and you’re keeping it, those are subject to being disclosed,” she told commissioners. Commissioners praised the centralized approach and asked for continued collaboration with IT. Silva said she will pursue a Teams-chat deployment with retention settings, review the Barracuda contract timeline and continue departmental compliance reviews. No formal policy change was voted on Monday; Silva said work will continue and that many steps will require IT support and licensing decisions.
