Summary
Because the City of Peoria’s striping truck is still under repair, the county accepted a low bid from American Parking Remarking for $203,593.61 to refresh pavement markings; the county chose a lower-cost water-based material with shorter expected life pending the city's return to urethane markings.
The committee approved a contract for pavement-marking work after the City of Peoria’s striping truck remained out of service. Staff said the county historically purchases striping through an intergovernmental arrangement with the City of Peoria, which uses urethane paint with glass beads. With the city’s machine still under repair, the county solicited bids for temporary pavement markings. Amy (staff member) said two bids were received and the low bid was from American Parking Remarking (Union, Missouri) at $203,593.61 to be paid from the county motor fuel tax fund. Amy explained the selected contractor’s water-based paint is not the same urethane material the city uses and will not last as long; staff said they chose the lower-cost material to ensure markings before winter and anticipate restoring urethane markings when the city’s truck returns to service. “This is not the urethane. It's more of a water based. So we don't anticipate it lasting as long,” Amy said. Committee members asked about quality controls and bid differences; one member noted the second bid was roughly $499,800. The committee voted unanimously in favor of the contract.
