The amendment was offered during council discussion by Council Member Michael A. Patterson. A city staff member explained the change before the amendment was offered: “Something changed in what we learned we were able to ask for,” the staff member said during the meeting. Council Member Stanley Martin asked whether the change was clerical or substantive; the staff member repeated that new information made the larger request possible.
The council voted in favor of the application as amended. Council members did not record dissent in the verbal vote during the meeting, and President Melendez announced the motion carries.
The consolidated funding grant application was presented as a grant-seeking step; the administration indicated the action was limited to submitting an application and did not by itself commit city funds. The council did not debate specific programmatic uses in the published discussion recorded in the meeting minutes.
The application came from the Neighborhood, Jobs and Housing Committee's list of recommended legislation. The committee had placed Introductory Number 2-63 on the council agenda for consideration.
