Council adopts parks and recreation department ordinance; solicits applications for citizen park board

On June 10 the Town Council of Maryville adopted Ordinance 25-12 on second reading to establish a Parks and Recreation Department pursuant to Indiana Code 36-10-3 and to provide the town with a separate park authority structure.
Town Manager Michael Griffin and parks staff described the change as a modernization of governance and a mechanism to expand resources for parks capital projects. Griffin said creating a park board "will give a mechanism to the park board bonding capacity outside the town and our rating" and noted the town has completed a five-year park master plan and a park impact fee ordinance. The council and staff discussed using food and beverage tax receipts for park board-supported debt service; Clerk/treasurer reported the food-and-beverage fund balance and discussed participation growth in the tax program.
Council members approved a motion to advertise for four citizen positions on the new park board. The council directed the town manager’s office to accept letters of interest through close of business July 31; staff will present applicants to the council for appointment in August. The council asked communications staff to publish duties, qualifications and an application notice.
Ending: Ordinance 25-12 was adopted on second reading and the council began the process to appoint four citizen members to the new park board; staff will solicit applications and report back.
