During its July 28 special session, the board approved multiple personnel recommendations and recorded a separate action on one candidate after a staff member disclosed a family relationship.
The board approved the presented personnel changes — including one teacher, two paraprofessional-type positions (described in the packet as “2 pairs”), food-service staffing adjustments, a guidance counselor, a promotion of a food-service worker to assistant manager, and other reassignments — by voice vote. The personnel slate had been revised several times earlier the same day after reference checks and additional candidates were submitted.
On one item, the personnel list initially included Tracy Kelly. The item was removed from that portion of the vote after Devin (identified in the meeting as a staff member) said, “We are removing Tracy Kelly from the non instructional recommendations for the vote because she is my mother.” The board then voted to approve the remainder of the personnel recommendations (4–0). Later in the meeting the board separately voted to hire Tracy Kelly as a part-time food-service worker; that motion passed with three votes in favor and one abstention.
Why it matters: the meeting recorded the board’s process for handling potential conflicts of interest and documented both a removal from an initial personnel vote and a subsequent separate action to hire the same person.
Discussion vs. decision: discussion focused on personnel vetting, reference checks and the need to revise the posted recommendations; formal actions were the motions approving the personnel slate (excluding Tracy Kelly) and the separate approval of Tracy Kelly’s part-time food-service hire.
