Martin County CRA reports rising permit activity, progress on septic-to-sewer and El Camino work

Joy Barica, program manager for the Martin County Community Redevelopment Agency, told the agency July 28 that the CRAthird-quarter fiscal-year 2025 report shows rising permit activity and steady progress on multiple capital projects.
Barica said the septic-to-sewer program in the Golden Gate area has reached a 70% connection rate: "Out of 775 properties, 546 have been connected," she said. She reported that the El Camino construction is under way and that clearing, grubbing and initial swale excavation have been completed at the south end, with the contractor "on track" to finish on schedule.
The report also covered Jensen Beach streets and parking work. Barica said negotiations with a property owner north of Church Street have produced an agreement to donate right-of-way sufficient to build a full two-way street with sidewalks, which the CRA expects will increase downtown parking and pedestrian space. She said conceptual designs for Southeast Eleanor Avenue and Southeast Hammond Street in Hobe Sound are being developed and that Maple Avenue and Jensen Beach Boulevard crosswalk and drainage work remain active items.
On Port Salerno and New Monrovia, Barica said New Monrovia Park design is at 100% and the consultant is finalizing bid documents with the aim of bidding in August and starting construction in November or December. Neighborhood improvement designs for New Monrovia are at about 60% and traffic-vetted raised-intersection designs at Seventh and Murray and at Cully and Dell are in comment review with the traffic department.
Barica summarized permit activity: "Commercial permits were up a bit from 2024, comparing 315 permits to 530 in 2025," she said, adding that increases in residential valuation in Golden Gate reflect new townhomes, accessory dwelling units and a duplex. She attributed permit upticks in Port Salerno and Rio to post-storm repairs and roofing work.
The CRA capital improvement plan was approved April 29, Barica said, and the CRA is continuing outreach such as NAC training and presentations to community groups.
The meeting also recorded procedural business: the minutes from the May 19 meeting were moved, seconded and approved without recorded opposition. The board disclosed no conflicts of interest and proceeded to the public-comment and agenda items.
Barica closed by noting additional capital projects on the CRA list, including Cornell Avenue improvements (scheduled for review in September), waterfront passive parks and streetscape efforts in Rio. Several projects will return for further review and community engagement in the months ahead.
