County approves $6,400 contract for full-scale domestic terrorism exercise, paid from UASI grant

The Board of Commissioners approved a contract on July 28 for a full-scale emergency exercise to support the county’s domestic terrorism preparedness initiative. Ryan Tennyson, county emergency management director, told commissioners the contract is with Jeff Leifel, whom Ryan described as “a certified emergency manager and master exercise practitioner.” He said Leifel will complete Homeland Security exercise and evaluation documentation and ensure exercise work meets grant requirements. The contract cost is $6,400 and will be paid from an awarded UASI (Urban Areas Security Initiative) grant that the board had previously approved. Commissioners moved, seconded and voted in favor of the contract authorization and signature. Ryan requested signature on the contract during the meeting; the board recorded unanimous aye votes to approve. Staff did not discuss an exercise date or operational details on the record beyond the scope of documentation, grant compliance and active-assailant incident response preparation.
