The consultant will work with staff and stakeholders to identify sections that need minor edits and those that may require more substantive drafting; staff estimated a six‑month timeline for the primary tasks and stakeholder outreach.
Council members asked about the difference in proposals and price among the three respondents; staff explained the scoring process and why two firms proceeded to pricing. Council members also stressed the need for robust district‑level community engagement and asked for a firm schedule and milestones. Staff said the contract will include kick‑off meetings and periodic briefings and that the vendor will be required to follow standard city contracting and invoicing procedures.
Council approved the contract and asked staff to begin the notice‑to‑proceed and to return to council with an initial workplan and public‑engagement schedule.
