Summary
Council unanimously approved CR66 adding a weapons-in-workplace policy, revising the inclusion code to align with House Bill 25-1312, and clarifying the pets-in-workplace policy to reflect ADA alignment; changes apply to most city employees with exceptions for sworn officers and secured firearms in vehicles.

The City Council on July 28 unanimously adopted a set of employee handbook changes clarifying conduct expectations, pets in the workplace and a new weapons policy.
Tamara Dixon, director of human resources and chief diversity officer, told the council the inclusion code update aligns the handbook with House Bill 25-1312 and would prohibit misgendering and deadnaming in city workplaces. Dixon said the pets-in-workplace language was clarified to reduce confusion and to align with the Americans with Disabilities Act.
The new weapons-in-workplace policy bars possession or use of firearms on city property by employees, Dixon said, with explicit exceptions for sworn officers and for weapons that are secured in a personal vehicle parked on city property.
"That policy clarifies that possession or use of a firearm, whether that firearm is concealed or not, is prohibited on city policy," Dixon said during the presentation. "The policy would apply to all employees with the exception of our sworn officers, and it also does not apply to weapons that would be secured in a personal vehicle that are parked on city property."
Council asked no substantive questions. The council opened the vote and CR66 passed unanimously. The approved changes update existing handbook language and add the weapons policy; staff said the handbook will be published with the revisions and the city will notify employees of the updates.
