Board approves minor local upgrade for new well at 81 Greenleaf Street

On July 28, 2025, the Fall River Board of Health approved a local upgrade request for 81 Greenleaf Street that allows the property owner to locate a proposed well slightly closer to two adjacent septic systems than the standard 100-foot setback.
Engineering representative Terry McGovern of Zenith Consulting Engineers explained the request and said the proposed new well will be relocated to the front of the property and would be approximately 96 feet from two abutting septic systems rather than the 100 feet required by standard setback rules, describing the relief as "slightly under the requirement, not drastically." Board members reviewed the engineer’s drawing and, following a motion and second, approved the local upgrade based on the engineer’s recommendation.
Staff noted the area is a portion of the city with separate well-served properties and the proposed configuration is within the neighborhood context. The board’s approval was recorded by roll-call vote and the inspector who prepared the recommendation was not present but provided a written recommendation to approve.
