Fall River Board of Health approves tattoo shop and practitioner licenses

On July 28, 2025, the Fall River Board of Health approved a tattoo establishment license for Nakiri Class Inc. Studio LLC at 1163 Pleasant Street and granted related practitioner and apprenticeship permits after staff reviewed paperwork and conducted inspections.
Board agent Tess Curran and staff presenter Josh told the board the applicants met licensing requirements. Josh said, "I've reviewed all of our paperwork. She has everything that she needs to have this license approved. I mean, she has a 2 year apprenticeship at the school that she was at, And, she's pretty much opened up her own shop on, Pleasant Street, so she's pretty much good to go." The board then moved and voted to approve the establishment license, the practitioner license for the same applicant and a tattoo apprenticeship for an applicant identified in the record with name variations (Kiara/Ciara/Sierra) after confirming required training and certifications were on file.
During the practitioner and apprenticeship discussions, staff confirmed inspections and required certifications including CPR and blood-borne pathogens training were provided. One applicant said, "Thank you. Appreciate it, everybody." The board completed roll-call votes for each approval; the minutes show the motion(s) carried with affirmative roll-call responses from the members present.
The approvals were administrative; no new policy changes were proposed. The board did not attach additional conditions to the licenses beyond standard licensure requirements and inspection authority.
Copies of the inspection notes and the applicants' documentation remain on file with the Board of Health.
