Council approves cooperative maintenance agreement with ALDOT for Parker Road pedestrian facilities

The City Council approved an agreement with the Alabama Department of Transportation that assigns post-construction maintenance responsibility for pedestrian facilities constructed within the state right of way as part of the Parker Road sidewalk project. Public works staff said the cooperative maintenance agreement covers sidewalks, ADA ramps, crosswalks, pedestrian signals and related pedestrian devices on US Highway 98 between mileposts 42.99 and 43. The project is funded in part by the regional Metropolitan Planning Organization (MPO) and Baldwin County and will connect the East-side multimodal trail to the Eastern Shore Trail and the Fly Creek Nature Preserve. The council authorized the mayor to execute the maintenance agreement with ALDOT so that the project can proceed to final authorization to bid. A councilmember noted the pedestrian signal would include a countdown clock and that the project is intended to improve multimodal connectivity to parks and preserves. There was no separate vote on funding; the resolution concerned maintenance responsibility. Staff said the maintenance obligation is a common requirement for projects that cross state right of way.
