Council sets Aug. 7 public hearing for Fairlane Townhomes phase 2 RHID

The Lansing City Council voted to set a public hearing for Aug. 7, 2025, to consider establishing a Residential Housing Improvement District (RHID) for Fairlane Townhomes phase 2 and to consider adoption of the related development plan.
Staff described the proposed project as approximately 21 townhome units — including five triplexes and three duplexes — with a mix of one- and two-bedroom units. The council authorized resolution B 6 20 25 to set the hearing date.
During discussion a staff member noted an error in the agenda item’s financial considerations. The staff member said the agenda mistakenly referenced “vertical construction” costs and clarified that the RHID only allows reimbursement for horizontal construction costs, such as grading, sewers, water lines, electrical lines, roadways, curbs, guttering and sidewalks. The staff member added some vertical work may be allowed only in the case of renovating older buildings; that was not applicable to this project as described.
A motion to set the public hearing date passed on a unanimous roll call vote. The resolution sets the hearing to allow the council and public to consider whether to establish the RHID and approve the development plan for phase 2.
