City staff told the council that Victory Pyro was the sole complete proposer to the city's RFP and has supplied the display since 2019. Staff said the vendor’s selected payment option includes a 4% discount, which brings each year’s cost to $25,625 — slightly above the stated $25,000 cap — and that the higher price was justified by the quality of the display shown in past years.
The council’s discussion noted the funding source for the display. A city staff member said the event is funded from the city’s transient guest (hotel) tax fund, paid by visitors who stay in local hotels. The staff member also said the city receives sponsorship donations toward the show and that last year those donations were roughly $5,000 to $6,000.
The council asked about contingency planning if Victory Pyro were to go out of business; a staff member replied the city would seek an alternative fireworks vendor if that occurred. The motion to authorize the three-year contract passed on a roll call vote in which all members recorded “yes.”
The council did not adopt a payment schedule that front-loads more product in exchange for a deeper discount. Staff presented that option in the agenda materials and said the council could still choose it, but recommended the flat fee option given current costs.
The contract authorization is conditioned on confirmation of budget availability for each year of the agreement.
