Lansing council sets July public hearing for Riverbend Heights RHID covering about 146 acres

The Lansing City Council on a unanimous vote adopted a resolution calling a July 17, 2025 public hearing on a proposed Riverbend Heights Reinvestment Housing Incentive District, or RHID, that would cover about 146 acres southwest of McIntyre Road and 130 First Street.
The resolution, introduced under state statute references in the meeting packet, declares the city’s intent to establish the district, adopts a development plan for housing and public facilities within the district and directs publication and delivery of notice to Leavenworth County, Lansing USD 469 and the city’s planning commission.
City staff said the RHID proposal is intended to support public infrastructure and improvements associated with about 417 single-family homes. Staff recommended adoption of Resolution B5-2025 to set the public hearing date; the council moved, seconded and approved the resolution by roll call.
Council members and staff discussed public outreach before the hearing. Council members asked whether more detailed maps and figures could be published before July 17 so residents could review them; staff said the packet materials are posted on the city web page and that the city would look for additional ways to notify and inform the public. The council noted that the developer requested the item be pulled previously to allow additional stakeholder dialogue and expected more refined materials at the public hearing.
A council member asked whether a prior conditional annexation related to the RHID remained in effect; staff said it is still in effect and the property remains part of the city. The council also confirmed the developer was expected to attend the July hearing and answer public questions.
The council’s action only sets the public hearing; no final approval of the RHID or development plan occurred at this meeting. The council directed staff to publish and deliver statutorily required notices and to continue coordinating outreach ahead of the July 17 hearing.
