Scott, a city staff member presenting the item, said the project will apply a thin bonded asphalt surface treatment — described as a 5/8‑inch lift — rather than a typical mill and overlay, and is intended for streets in the condition observed. The engineer’s estimate for the project was $500,490; Scott said two other bidders submitted higher quotes: Pearson Construction at $531,544 and APAC at $650,895.90.
Streets included in the project were listed by Scott and include multiple segments of South Emporia, South Denver, South Washington, West Pine, West Ash, West Carr, West Kansas and West Towanda. Scott said this is the first use of the surface treatment by the city and pointed to a nearby example on US‑77 north of town.
The commission approved the motion to award the contract and authorized the city manager to execute the agreement. The presenter said the work will be funded from sales tax funds allocated to street rehabilitation.
