The El Dorado City Commission on June 16 approved a temporary waiver of building permit fees for residents and property owners impacted by recent flooding and directed staff to return with a formal ordinance or resolution for formal adoption.
An assistant city manager told the commission staff is requesting a temporary waiver to help recovery and that the current municipal code does not provide an administrative mechanism to waive fees retroactively. The assistant city manager said staff will present a formal ordinance at the next regular meeting that would retroactively allow the commission or city manager to waive fees when needed.
Assistant city manager remarks to the commission also outlined flood cleanup operations: the public works department has begun curbside pickup for flood-damaged items and is prioritizing the hardest-hit areas. Residents were asked to stack items on the curb, separating yard waste, appliances and other materials into distinct piles to facilitate pickup, and to call Public Works at 322-4481 for pickup requests outside the prioritized areas. The Performing Arts Center is coordinating volunteer sign-ups for residential cleanup; volunteers can show up during posted hours without prior registration.
A commissioner moved the temporary-waiver motion; it was seconded and carried by voice vote. The motion recorded in the minutes states the commission approved the temporary waiver with a formal ordinance to follow; the transcript does not include a roll-call vote breakdown.
Clarification: during the meeting the assistant city manager referred to the “recent flooding disaster” and earlier staff remarks referenced a June 3 flood; the maker of the motion used a differing date phrasing that included “June 25,” so the precise date range to which the waiver will apply will be clarified in the ordinance staff brings back to the commission.
