Planning staff said these conditions reflect downtown context and mirror standards found elsewhere in municipal code.
Commissioners asked about enforcement and previous examples where conditions were not met. One commissioner asked, “What happens if they don’t follow the conditions?” Planning staff replied that the city can revoke a permit for failure to meet conditions but that historically staff have often worked with operators first to mitigate violations. Commissioners also raised parking concerns given limited spaces downtown.
