Reed also described contractors causing a roof fire while patrons were present and said some reopened buildings still had incomplete HVAC work. He said Northeast Library has been operating without an elevator for four months.

Trustees and staff reiterated that some project money has been swapped between funding sources (general obligation bonds versus ARPA), and that land acquisition would be executed by DGS if needed; the library does not have authority to buy land.
