The Iowa City Civil Service Commission certified a hiring list for firefighter positions on July 16 after a multi-stage recruitment that began with 187 applicants.
The certification finalizes a recruitment process that included a written test (offered in person and online), a physical fitness test and a panel interview stage. Commission staff said the recommended hiring list includes 31 names.
Commission staff presented the recruitment summary and timeline to the commission. "We received a total of a 187, applications," the staff member said during the meeting. The staff member also said 48 candidates qualified for interview after written and fitness testing and that "45 interviews were completed last week." The recruitment team reported a small number of candidates who qualified but chose not to proceed to interview.
Why it matters: the certified list lets the fire chief and city hiring officials consider top-ranked candidates for appointment as vacancies occur. Commission members asked about the workload of the interview panel and whether scheduling changes could reduce strain on volunteers and panelists.
Commission discussion focused on process fairness and logistics. Staff explained they deliberately allow everyone who passes the pass/fail written and fitness tests to interview rather than limiting interviews by top scores because earlier practice excluded some successful hires: "we have placed people on a list and made hires and have had employees who have been very successful hires who would have maybe otherwise been excluded." Commissioners suggested spreading interviews across more days to ease the panel burden; staff said interviews had been scheduled for 40 minutes each and the panel completed five full days of interviews.
Formal action: a motion to certify the hiring list was made, seconded and the motion passed. The commission authorized signing the certification.
Next steps and context: the certified list will be used by the fire department to fill upcoming vacancies. Staff told the commission they felt the process produced a list that should serve the chief’s needs for some time.
The meeting record shows the commission handled the item early in its agenda and moved to subsequent agenda items after approval.
