Iowa City HCDC recommends modernized citizen participation plan to council

The Housing & Community Development Commission recommended that City Council consider a substantial amendment to the city’s citizen participation plan, a HUD-required document that guides public input on federally funded plans.
Brianna, city staff, said the update modernizes outreach methods, clarifies approval and public-comment procedures, adds provisions for disasters and emergencies, and breaks out individual plan processes rather than grouping them together. She noted staff will attempt to bring draft documents to HCDC for input but must be able to meet HUD submission deadlines if an HCDC meeting is canceled.
The plan preserves a range of ways the public can comment: written submissions to staff or the city clerk, public comment at HCDC or City Council meetings, mailed letters and other outreach. Brianna described a typical public process used for recent amendments: a public notice, a 30-day public comment period and a public meeting; she said the city also partners with local nonprofits and neighborhood centers for outreach. “At least 1 of the meetings needs to be in a neighborhood of Iowa City that is more than 50% low to moderate income residents,” Brianna said, describing HUD’s outreach expectations for a five‑year plan.
HCDC voted to recommend approval of the amendment as presented; staff will forward the recommendation to City Council for review and public comment.
