Committee rejects JobSource contracting bids after no submissions, plans rebid for September

The North Penn School District Facilities & Operations Committee on July 28 voted to reject the 2025 JobSource contracting solicitation after no contractors submitted bids, and the committee approved a recommendation to advertise a rebid targeting September.

Mister Slaughter (staff) explained the purpose and scope of the JobSource contracting process: “Job source contracting is the, you know, public bid of, hourly rates for a variety of services,” he said, describing that the solicitation sought hourly rates for carpenters, concrete finishers, roofers, laborers and related equipment with operators. He said the approach is used to provide the district a pre‑bid list of contractors it can call in for reactive work such as large snow events or when district staff lack capacity to complete capital-plan tasks.

Slaughter noted legal constraints: the solicitation follows local legal requirements tied to Pennsylvania’s multi‑prime rules and does not permit bundling unrelated trades; separate bids would be required for trades such as electrical, HVAC or plumbing. The committee discussed that contractors contacted during the summer indicated heavy workloads and said they might bid if the district rebid outside the summer season.

The committee voted to reject the original solicitation because of no bidders and to advertise a rebid expected in September. Committee members asked staff to pursue the rebid and to continue outreach to potential vendors before relaunching the solicitation. No amendments or alternate procurement paths were adopted during the meeting; the actions were recorded as committee recommendations to the board.

The item will go forward as recommended actions (rejection of the original solicitation and authorization to advertise a rebid) for board consideration, and staff indicated they will follow the district’s procurement procedures when reissuing the solicitation.
