County approves $51,959 payment for 2025 aerial photography through MACOG agreement

The Saint Joseph County Board of Commissioners on July 8 approved a GIS Pictometry data-sharing agreement coordinated through the Michiana Area Council of Governments (MACOG) to cover spring 2025 aerial photography. Bill Shalio, economic development director in the Department of Infrastructure Planning and Growth, said the county’s share of the flight cost is $51,959.
“PSAP and board of commissioners typically have split the cost,” Bill Shalio said, describing a cost-sharing arrangement with the 911 PSAP and MACOG and noting the county generally splits the payment over two years. Shalio also outlined that the program supplies oblique and straight-on aerial photography and that structure scans are handled separately and paid for by the assessor’s office.
Shalio said the county maintains historical aerial imagery on its GIS hub dating back as far as 1935 and that the imagery is shared with the public and local engineering firms. Commissioners asked about the value of the imagery; Shalio responded that updates are used for planning, engineering, tracking building additions and removals, and public research.
The board approved the agreement by voice vote. Shalio indicated future contract work will cover multi-year flights and that the county may see contracts for 2027, 2029 and 2031 as part of a planned schedule.
No changes to county budget details beyond the immediate payment were specified at the meeting.
