The Saint Joseph County Board of Commissioners on June 24 approved change order No. 1 for the SJEC water treatment plant Phase 3 expansion, increasing the contract by approximately $1,666,202.45 (about 6.1%) and adding 30 calendar days to the project schedule. Substantial completion was moved to Sept. 29 with a final completion of Nov. 26, according to staff comments.
Skye Meadors explained the bulk of the increase — roughly $1,599,000 — was required because wells drilled during construction produced less capacity than originally anticipated, so the project required an additional well house and changes to the well field to achieve the designed withdrawal capacity. Meadors said other items included undercutting for a storage tank, fence removal and reinstall, and replacement of some existing equipment uncovered during excavation.
Commissioners asked whether the additional well capacity would increase total withdrawal from the aquifer; Meadors and another commissioner clarified the project is not increasing intended withdrawal but relocating or adding capacity across additional wells and pumps so the design capacity can be met. A commissioner noted the change orders to date are being paid from infrastructure improvement funds provided by GM and AWS, not from county taxpayers; staff confirmed the funds cover the additional cost.
