Commissioners approve change orders that increase HRP Construction contract for SJEC water and Fillmore Road projects

St. Joseph County commissioners on June 3 approved change orders 6, 7 and 8 to an existing HRP Construction contract for the SJEC water transmission main and Fillmore Road utility projects, increasing the contract by a net $298,746.74 and bringing the contract total to $6,443,724.14.
The county’s infrastructure planning and growth staff said change order 6 increases the contract by $60,129.84, change order 7 is a deduct of $12,553.10, and change order 8 increases the contract by $251,170. The staff summary said the changes reflect material and installation adjustments; commissioners were told change order 8 covers third‑party installed fiber optic cable along Walnut Road and related road repairs to county standard.
Skye Meadows, Department of Infrastructure Planning and Growth, said she had not brought full printouts to the meeting but, after reviewing the documents, told commissioners that “they were all valid.” Commissioners voted unanimously to approve the change orders.
Commissioner Morton, Commissioner Hazen and Commissioner Maxmeier each voted “aye” on the motion to approve. The motion carried.
The board did not attach additional conditions to the approval. Staff said they could answer more detailed technical questions about specific fittings and repairs if commissioners requested further briefing.
The change orders were presented during the infrastructure planning and growth portion of the June 3 meeting and were described as modifications to the existing public-works contract.
