Commissioners add and open highway material bids, refer tabulation to engineering

The Saint Joseph County Board of Commissioners on June 24 amended the meeting agenda to open bids for highway materials and voted to forward all responsive bids to the county highway/engineering division for tabulation and award.
The readout covered multiple procurement categories used by the county highway department, including bituminous patching material, fuel and lubricants, liquid bituminous materials, miscellaneous aggregates, traffic paint and signals, and traffic signs. Skye Meadors of the Department of Infrastructure Planning and Growth read the firms that submitted bids and said the county typically awards responsive bidders and then purchases material from the lowest unit-price provider for each delivery location.
Meadors listed bidders by category: Reath Riley Construction Company, Milestone Contractors and Central Paving for bituminous patching material; Al Warren Oil Company, Petroleum Traders Incorporated, Mansfield Oil (Mansfield Energy), Keystone Cooperative, Bellman Oil Company and National Oil and Gas for fuel and lubricants; asphalt/liquid bituminous suppliers from Indianapolis and others for liquid bituminous materials; CNE Excavating and Reeth Riley for miscellaneous aggregates; Innis Flint Inc. for traffic paint and signals; and Crown USA Inc. for traffic signs. Meadors said the county will prepare a bid tabulation after the meeting and make it available via email to bidders and to any member of the public who requests it.
Commissioners asked about outreach to potential bidders and geographic patterns in responses; Meadors said notices run in local newspapers, on the county website and to firms that subscribe to the county's bid postings and that the county notifies firms that have bid previously. Meadors noted some categories such as striping and signs often receive bids from a small number of regional providers.
The board then voted to accept the bids and forward them to highway engineering for review and award. Vote responses were recorded as: Commissioner Morton — Aye; Commissioner Haynes — Aye; Mr. Beckman — Aye.
The county will produce a bid tabulation after staff verifies the submitted unit prices and will circulate that tabulation to bidders and to anyone in the public who requests a copy.
