St. Joseph County awards $1.136 million subdivision resurfacing contract to Milestone Contractors

St. Joseph County commissioners on Tuesday approved a $1,136,000 low bid from Milestone Contractors of South Bend to complete a 2025 subdivision resurfacing and rehabilitation package covering about 3.16 miles.

The county’s Department of Infrastructure, Planning and Growth recommended awarding the contract after two bids were received. “The bids were close … it’s good that we’re seeing asphalt prices start to come down,” the department representative said during the meeting, recommending approval.

County staff said the package contains roughly 3.16 miles of pavement work. The commissioners voted unanimously to accept the low bid. “We’ve reviewed and recommend your approval,” the Infrastructure representative said before the vote. Commissioners Morton, Hazen and Beckmeier voted aye.

Commissioners and staff discussed the sensitivity of asphalt prices to fuel costs and noted bids in the county have recently been closer than in prior years. The department did not present a final per-mile breakdown; dividing the approved total by the stated mileage yields an approximate cost of about $360,000 per mile.

The resurfacing award was listed on the agenda as R and S 92502-S (resurfacing/rehabilitation on various roads). County staff said the low bidder was checked and found responsive; no further contract amendments or funding sources were discussed during the meeting.

The project is part of the county’s 2025 pavement work plan. Commissioners did not set a construction start date during the discussion; staff did not specify a contract completion timeline at the meeting.
