The St. Joseph County Redevelopment Commission on June 10 approved a reimbursement payment to the town of New Carlisle totaling $42,433.80 to cover utility-locate costs for the first half of the year.
Staff said the town performs utility locates for water and sewer work in its district and that locate tickets generally have limited effective windows; a rise in local construction tied to the AWS project, GM Samsung and county-led projects has increased the number of locates required. Staff noted some locate-related supplies for Edison Road were covered through the Edison Road contract paid by AWS but said locate-ticket costs remain an unanticipated expense for the town.
Staff described the $42,433.80 payment as covering costs from the start of the year through June 1 and said the county and town are negotiating a road agreement with AWS that would address additional locate costs going forward. Commissioners discussed longer-term options including whether the town should keep locate services in-house or contract private providers.
A motion to approve the reimbursement passed with recorded affirmative votes. Staff said the reimbursement is a short-term measure while the county and town work on a longer-term agreement to allocate recurring locate costs.
