The action covers three linked agenda items: a fiscal‑plan resolution and second readings of an annexation ordinance and a rezoning ordinance. All three passed on second reading by the council, with the roll calls recorded as unanimous at the second readings.
The property is currently outside city limits but is surrounded on three sides by city jurisdiction, city staff said. The parcel is shown in the city’s future‑land‑use mapping as commercial near the interchange; surrounding parcels are designated for industrial and commercial uses. City staff told the council the city can provide services to the site and that the annexation is consistent with the city’s annexation policy and continuity requirements used in annexation decisions.
City staff noted the parcel receives non‑standard access: a private easement that traverses a neighboring convenience‑store site on State Road 58. The applicant’s representative, Anne Gordon, attended the meeting to answer questions about the application.
Councilmembers and staff also discussed the property owner’s intended long‑term use. City staff advised that the owner’s stated intention for a trucking‑related operation is not a permitted use in CR zoning and would require a conditional‑use approval before the Board of Zoning Appeals.
