Commission recommends auto-dealership permit for North Military Highway property

The Planning Commission on July 15 recommended approval of a conditional use permit to allow Azalea Motors LLC to operate an automobile-sales establishment at 3455 North Military Highway.
Staff reported the property is zoned CC (Commercial) and the proposed dealer use is consistent with the Plan Norfolk 2030 future land-use designation. The applicant’s site plan calls for new landscaping on both frontages; the property owner asked for six months to install the plantings to improve establishment survival during summer.
Applicant Qasem (Qasem/Qasem — transcribed as Qasem) said he operates an existing used-car dealership elsewhere on North Military Highway and is planning a second location. Property owner Sue Kraus said the family has owned the lot since the 1980s and paid taxes on it.
An opponent, Michael Johnson, whose address is directly in front of the site, told the commission he had leased parking on the property for more than 20 years and raised a dispute about ownership of a mobile home used as a storefront and related lease arrangements. Planning staff told the commission a private property dispute about a trailer and a lease was not within the commission’s purview; staff advised that those matters should be addressed by the owner and leaseholders or in civil court.
After discussion, the commission voted to recommend approval of the CUP subject to the conditions in the staff report. The recommendation will be forwarded to City Council for final action.
