Commission endorses zoning amendment to allow outdoor recreation facilities in light industrial zones with limits

The Norfolk Planning Commission on July 15 recommended approval of a zoning-text amendment to allow outdoor recreation facilities by conditional use permit in the IL (light industrial) zoning district, with three performance standards aimed at protecting industrial land supply and reducing impacts on adjoining uses.
Planning staff explained the proposal grew out of a request to lease a small field in the Chelsea District for a soccer league. Staff said recreation-facility-outdoor is currently allowed in commercial districts and some downtown districts but not in IL. The recommended amendment would add the use to IL as a conditional use and impose three performance standards: no more than 25% of a lot area may be used for recreation-facility-outdoor; total land disturbance cannot exceed 2,500 square feet; and the maximum term of any conditional use permit for the use would be two years.
Staff described the standards as a way to allow smaller, underutilized industrial sites to host low-impact recreational uses while preserving industrial land for its intended uses. Economic development staff expressed support.
Commissioners had no speakers in opposition and voted unanimously to recommend the amendment to City Council.
