Councilmember Farooqi asked, "How much are we spending for the ice rink?" At the time staff replied the midyear budget included roughly $92,000 for that portion of the project. A city staff member said the rink purchase is a midyear budget item and that the city will own the rink; "We do own it, yes. 10 years," the staff member said.
The procurement item was described by staff as a lowest‑responsible‑bid recommendation after a July 1 bid opening; the package also includes a procurement of 12 ice bumper boats and a rink wall standard necessary to support those attractions. The staff report said four responses arrived, two of which did not meet specifications, and recommended Unreal Ice Rinks as the lowest responsible bidder.
Public questions persisted about payback and transit costs. A local commenter quoted a Decatur Daily calculation that peak usage might generate about $34,000 in seasonal revenue and asked how long the investment would take to recoup; staff estimated a roughly 2½–3 year payback at the figure discussed in the meeting. Farooqi also asked whether the Jolly Trolley that would shuttle visitors downtown would be free; staff said the trolley program is run in coordination with a regional partner and that the city paid a small portion of a grant for two trolleys, but routes and fares had not been finalized: "We don't have them yet, so that would be for NARCOG to decide," a staff member said.
The council approved the resolution to award the ice rink bid (Resolution 25‑1‑78); the vote was not unanimous (2‑1). The midyear budget previously authorized funding for the rink purchase, staff said.
