The Liberal City Commission voted to award a RHID construction bid (referred to in meeting materials as the “Dull/Doll Edition”) to French Construction for $1,439,755 after staff and the city’s engineering consultant recommended the low bid.
Staff presented two responsive bids: French Construction at $1,439,755 and OC Quality Custom Homes LLC at $1,457,974.64. Earls Engineering and Inspection, which oversaw the bid process, recommended awarding to French Construction, and commissioners approved the award by a recorded vote of four in favor and one abstention.
A commissioner asked staff and Mr. Edwards about a start date and whether approval to discharge water into a nearby ditch from KDOT or another agency had been finalized. Staff said they believed approval existed but requested a written copy; the presence and timing of that written approval could affect when site work begins. The successful bidder and staff were not given immediate authority to begin earthmoving at the meeting pending any required written permits.
The motion to award the contract was made by Commissioner Parsons, seconded by Commissioner Vasquez. Following discussion and no public speakers on the item, the commission recorded a 4‑0 vote with one abstention and moved on to the next agenda item.
