Marcos Reyes, the district’s economic support specialist, told the Pueblo West board at a work session that staff will bring a proposed land trade to the board for consideration on Monday: the district would trade three lots on Crescent (described in staff materials) in exchange for parcels on Spalding/Bayfield to create a larger lot for the district’s use.
Reyes said the prospective private developer will appear Monday to present plans. According to staff presentation slides shown in the meeting, the private proposal discussed with the board includes pickleball courts, tennis, food-truck space and an event center with a small bar; Reyes said the developer envisions an operation “similar to fuel and iron” where food trucks and events would be part of the business model.
Board members asked detailed questions about property valuations. One board member said valuations in the packet showed dramatic increases between 2024 and 2025 for some parcels and asked staff to explain the basis for those numbers. Reyes said staff would be prepared Monday to explain the valuation sources and noted the district is also pursuing conversations with other developers about potential uses for nearby parcels to expand options in the McCulloch/Spaulding area.
Reyes framed the trade as a strategic opportunity to obtain parcels that fit the district’s land portfolio better; board members said they want clear valuation analyses and customary due diligence before acting. Reyes also said staff had spoken with potential developers and would bring more substantive information and the developer’s presentation to the board at the next meeting; the work session did not include a vote or final agreement.
