The Pueblo West Metropolitan District board approved plans to proceed with repairs to Coyote Trail Park after a May 19 sewage overflow tied to a failure at Lift Station 1.
Chief Operating Officer Bridal Hagen told directors the overflow caused substantial contaminated-soil removal and damage to the trail. Sherry Reed, project development manager, presented photos and a vicinity map and proposed removing and replacing damaged sections across an 8-foot trail width. Reed said the total estimated repair cost is $185,000 plus a 10 percent contingency ($18,500) for an approximate total of $203,500 and that funding would come from the wastewater plant fund. She said the total length affected from start to finish on the trail is about 4,500 linear feet, with approximately 1,350 feet of trail patches planned for full removal and replacement.
Reed said the district has submitted an insurance claim but had not yet received a response. Staff described additional mitigation steps taken since the overflow, including reviewing SCADA alerts, modifying notifications and exploring redundancy between Lift Station 1 and Lift Station 2 to avoid future pump-over events.
After discussion about public safety and the trail closure (which has had pedestrian noncompliance issues), a director moved and the board voted to approve the resolution to repair the trail and proceed with procurement. The resolution and repair costs were approved and the board directed staff to proceed with bidding and contracting for repairs.
Reed told the board the estimate will be refined by bids and procurement training planned by staff; she recommended moving the discussion item to an action item that same meeting, which the board approved.
