Cosby told the board the lowest construction bid staff received (base bid) required adding a 10% contingency and that two funding options were on the table: a no-electricity option and an option that includes electricity for battery charging, lighting and basic plugin access. Staff said the district’s railroad-tie fence repair project came in significantly under the engineering estimate; Parks proposed using that surplus to make up the shortfall for the storage building.
Cosby provided shortfall figures: the no-electric option would leave a funding gap of $43,160.90, while the electric option would leave a gap of $54,460.80; staff said the difference between the two options is roughly $10,000. Several directors favored including electricity, noting the practical need to charge batteries and work after daylight hours. Director Roberts explicitly supported the electric option, saying lighting and battery charging make the building usable at varied hours.
The board gave informal direction to move forward with the electric-equipped building and said the matter will come back as an action item at the next meeting for formal approval and budget transfer. Staff will prepare the resolution and final numbers for the next agenda.
