The Brighton City Council on July 1 adopted updates to its rules of procedure that incorporate study‑session expectations, thresholds for adding items to agendas, proclamation procedures and language from the city charter about excused absences.

City Attorney Alicia Calderon summarized the amendments adopted by the council. Calderon said the update adds an expectation — not a charter change — that councilmembers attend study sessions; it requires three councilmembers to add an item to the regular agenda and two councilmembers to request items on study session agendas. The rules also now state that items requiring a decision or vote should not be placed on study session agendas.

The update adds requirements governing proclamations: requests should be provided 21 days in advance (the list may be presented annually), proclamations must relate to the city or have a local connection, and someone must be present to receive the proclamation. Calderon said she also added charter language clarifying that a council vote of the full body is required to determine that a missed meeting is not excused.

Mayor Pro Tem moved the resolution to adopt the updated rules and a councilmember seconded; the motion passed on roll call, 6–0 with two members absent. The adopted rules are intended to clarify internal procedures and public‑facing expectations for proclamations and study sessions; the council did not change the charter but incorporated charter language into the internal rules.
