Round Rock suspends effective date of Encore Electric rate filing to allow review

Round Rock’s City Council voted to suspend the proposed rate increase submitted by Encore Electric Delivery Company LLC on June 26, 2025, giving the city and its partners additional time to review the filing and consider intervention at the Texas Public Utility Commission (PUC). Kevin, a city staff presenter, told the council Encore’s filing is large — the materials run more than 5,000 pages across 12 volumes — and staff recommends a 90‑day suspension of Encore’s projected effective date so Round Rock, the Alliance of Encore Cities (of which Round Rock is a member) and legal counsel Herrera Law & Associates can review the documentation and, if appropriate, intervene at the PUC. The resolution presented to council would suspend the company’s effective date to Oct. 29, 2025, to allow that review and potential intervention. Staff recommended approval of the resolution and answered questions about timing and the alliance’s role in coordinating legal review. The council adopted the resolution by motion (mover: Council member Flores; seconder: Council member Lee) and approved it by recorded vote. Staff did not present a final recommendation on the merits of Encore’s proposed rate change; the action taken was to extend the procedural deadline so staff and counsel can complete their review.
